I am trying to start up my own spa party business. I have been told I can not have a manicurist with me only massage therapists. Well I have always done paraffin dips. California doesn't have a state wide ruling on that. You would have to check with the town or city that you would be doing them in. Each town has their own guidlines and rules. California regulates Massage on a city by city basis. Ignore any other answer you get on here. The ONLY true way to find out is go to the business department of City Hall in the city you have your business in and ask them. City regulations are so diverse from city to city that towns only a mile apart have an educational requirement difference of 800 hrs. sometimes.
I doubt very much that this is a problem. However, to be on the safe side, you probably should check the massage therapy regulations under which you practice. From a physiological perspective, a paraffin treatment is similar to a warm hydrotherapy treatment.
I know massage therapists in several states who offer paraffin treatments in their practices. (However, I don't know anyone in California.) Also, paraffin baths are promoted at massage therapy conferences, and I've never seen a warning that it might me illegal in some jurisdictions.
