I have been getting massages for years here in the states and in Mexico and I have never heard anything about massaging the private areas. I don't think that their liscense allows them to do that,and I'm pretty sure if they did do it they would probably get into some trouble with the law. Professional massage therapists massage muscles, so even if it were legal, they wouldn't do it. The penis is a vascular system (blood vessels)

I highly doubt it. That is an intimate part of the body that usually does not get tense or stressed or strained. I assume if you asked, you would get a slap, or get asked to leave. I was offered a happy ending once in a very high-end legit spa, but I didnt want to risk being arrested in a sting. I assume if the masseuse did go for it, she would charge $50-$200, depending on if she needs the money or not, and only gay men would be willing to do it at all.
Go to some massage center, you will come to know the correct answer.
